Back to testing OK tested thus changed line SetPluginActivation('IbIui - Pitt.esp', true) to SetPluginActivation('IbIui - Pitt.esp', false) file was corectly set inactive so I would say problem is in the DataFileExists or in the mod authors use of the function.
